These are called Sticky Sandals (also called Topless Sandals). There is nothing to hold them on but they're adhesive. You just stick them to your feet and supposedly they stay on. That has to be a disgusting feeling, to stick your shoes to your feet. I guess you don't have to worry about them losing their stick. Supposedly you can wash them with soap and water and they become sticky again.
What kind of material becomes sticky again after washing it with soap and water??!! It's unnatural, I tell you!
Also, one of their ad lines is; "No Tan Lines - No Blisters - No Gooey Glue - Leaving No Residue - Re-Useable!" No Gooey Glue??!! Come on, who's using any kind of glue to keep their shoes on? No one, and if they are, they're stupid. Check out the Tony Danza Show talking about Sticky Sandals:
